Seasonal/Annual equivalent head wind data

I have a 1992 Boeing document "Winds on United States Domestic Air Routes"
which contains tabular data to compute seasonal and annual equivalent head
winds along routes at specific altitudes.

Boeing does not have this data on CD. They have a PCWindTemp program which did
the calculations in their document - but it will obviously take some time
learning how to use the program, creating the data, etc. The software license
cost is reasonable ($10K), but out of my budget.

Does anyone know where I could obtain similar data on CD, etc.
