I believe you are looking at tab operated ailerons.  The pilot yoke
actuates (deflects) the tab and the forces generated move the aileron to
the desired position. There is no direct connection to the main aileron
surface.  Can't answer the other question about asymmetric deflection in
level flight.  Regards
