It sounds like you are doing coupon specimen testing and you need a
design of a test specimen.  However, you also mention "components" as in
actual aircraft parts.

Can you be more specific?

Its been many years, but I had experience as a fatigue engineer but
didn't test any small parts.  I was involved in testing some composite
rotor blades.
