And often instead of parting out an older plane, it is sold to a third world country where it continues to operate in airspace that is not controlled by a strict agency like the FAA or the CAA. I read an amusing story of a Nigerian air cargo 707 that landed in Amsterdam, and was found to be in such poor condition that the local authorities impounded it and ordered its destruction to ensure it could not be flown in their airspace again.
