The chime you hear a few minutes after takeoff, is the Captain cycling the seat belt sign off/on quickly. This is to let the Flight Attendants know that the flight is climbing thru 10,000 feet and the "sterile cockpit" period is over. And of course, it happens in reverse on descent.
