For the dynamic aquaplaning the formula is:

V=9 * square root of tire pressure
where 9 is the a costant due to the density of the liquid.
if you put the tire pressure in P.S.I you'll get the speed in kts!
this formula gives you the "critical dynamic aquaplaning speed".
