Landing lights are intended to help pilots see to land - as the name
implies.  At least one set are used routinely by most airline aircraft
below 10000ft, day and night, to alert other traffic.

The two main types of traffic?  Other aeroplanes and birds!

Use of landing lights on takeoff and landing has been shown to reduce
the incidence of bird strikes significantly.
