I was able to understand this best by thinking in terms of electricity:

Thrust = Voltage, (the force required to do work)
HP = Wattage, (the rate at which work is done in a given amount of time)

There is a velocity at which thrust & power are equal, but I don't
remember what it is.  I think that it was around 400 MPH.
