FAR 121 states that aircraft must free of all snow from ice and snow
adhering to the aircraft.

If it was a dry snow, the crew might have felt that the slight
accumulation would blow off during the takeoff roll and initial climb.

One additional thing to keep in mind is when did this occur?  If it was
before the USAir LGA incident or after.  New rules concerning de-icing
holdover times didnt go into effect after the USAir accident.  As usual,
regulation by body count.
