I was involved in this programme. The commentary regarding Continental and windshear radar was certainly accurate at the time it was written. The information came from Charles Huettner, NASA's director for aviation research. As I understood him at the time, he was saying that Continental had hoped to skip the earlier generation of compulsory windshear radar by installing the later, and better system. The newer system is not compulsory, I understand, but NASA would like it to become so because its predecessor has no predictive capability.
