It is probably helpful to note that not all radar interrogates "primary" targets (skin paint) and those that do, don't all the time...depending on controller/facility preference and work load or policy. In the United States the FAA plans to phase out long range radar, which provides most of the primary coverage...and will depend on secondary radar (transponders) for service. This may make identification of gliders (non xpdr aircraft and some weather) interesting!
