Exactly, it is the ratio of mass flow of air in the two parts.
But if you want to know about the thrust you look at the mass flow and
multiply it with the change in velocity. F = ( dm / dt ) * delta v
Now I said that, if the delta v is the same for both, the thrust ratio
equals the bypass ratio.
Of course the delta v is not the same for the two parts, but it is
good enough for an estimate.
