The inner part of the window is the only part that has the hole.
It is there to allow air pressure equalization between the inside
of the plane and the layer of air between the real window and the
plastic / plexiglass inner window.  The inner window is only there
to create a pocket of air and insulate the passenger from the outer
window.  Remember that airplanes fly in an environment where the
outside air temperature is well below freezing...  Imagine puting
your forehead (Or a kid's tong!) on a window that is at -60!
