 a hush kit breaks up the single exhaust stream into a number of smaller 
streams.  this raises the frequency of the noise, of which some is 
absorbed by the atmosphere, and some is raised above the audible range of 
your ears.  basically, the high-pitched whine doesn't travel as far as 
or maintain the volume of the low-freq rumbling noise.
