It's not theory, but practical. Most engines (including airplane and
car engines) run a rich air/fuel mixture for cooling (i.e., more fuel
then required). This excess fuel does not burn as extra power but
cools the combustion chambers (cylinders). By using water for cooling,
the air/fuel mixture can be leaned to obtain the optimum fuel/air
mixture to obtain max power.
