Just FYI:

"To "certify" is to make a formal declaration in writing. To "certificate"
(the verb) is to issue a certificate, licence or similar document. Thus 
an aircraft, in terms of its acceptance by a regulatory authority for 
in-service use, is certificated rather than certified."
